Irregularities of Rs 25 billion came to light
According to a Business Recorder report, the Auditor General (AGP) of Pakistan has detected irregularities in the financial affairs of the armed forces to the tune of Rs 25 billion. According to the audit report on Defense Services Accounts for the audit year 2021-22, the Pakistan Army has committed Rs 21 billion, Pakistan Air Force Rs 1.6 billion and Pakistan Navy Rs 1.6 billion. The audit report has pointed to embezzlement of Rs 6.6 crore in the Inter-Services Organization and Rs 203 million by the Military Accountant General. The report further stated that there are irregularities of Rs 2 billion in Pakistan’s military lands and cantonments.
Biggest scam in canteen
18 billion rupees scam has been done due to wrong purchase in Pakistani army canteen. According to the audit of the Army formation, there was open competition during the separate procurement and rigging of the tendering process. The sudden cancellation of the tender without complying with the procurement norms resulted in a loss of Rs 2 billion. It was observed that the procurement of goods and services for the Armed Forces was done in violation of the Public Procurement Rules. The report said irregularities to the tune of Rs 290 crore occurred due to issue of tenders against the rules and wrong procurement of medicines at the Combined Military Hospital (CMH) Peshawar.
Tenders issued keeping in view the rules
Submission of a tender notice tampered with emergency bills on the website of Public Procurement Regularity Authority of Pakistan resulted in unauthorized payment of Rs 132 million. Another erroneous purchase was detected during the audit of the Pakistan Military Academy, Kakul and the scrutiny of records revealed irregularities to the tune of Rs 10 million. According to the audit report, the Pakistan Air Force violated the PPRA Rules 2004 by irregularly procuring Sui gas for power generation worth Rs 610 million. The officers of the Pakistani Air Force heavily squandered government money in the name of overtime and conveyance allowance.
